Chulovitch Victor was born in 1922 in Cherkizovo village in Moscow region.

Studied in Moscow Regioanl Art School in the workshop of P.Petrovitcheva. In 1943 entered the All-Union State Institute of Cinema. His teachers were F.Bogorodsky and K.Morozov. Graduated in 1945. Meber of art All-Union, republic and international exhibitions since 1952. Honored artist of Russian Federation (1979), member of the Union of Artists of Russia since 1950, member of Moscow Artist Association since 1949.

His first personal exhibition was in 1972. In 1977 won the Diploma of Minister Council of Russian Federation. In 1987 awarded the Diploma of Art Academy of USSR For contribution to Art.

Paintings of Chulovitch are in Art Museums of Kostroma, Pskov, Rostov, Vologda. Also in private collection in the UK, Germany, France, Switzerland, Italy, Spain, Japan.
