Chulovitch Victor was born in 1922 in Cherkizovo village in Moscow region.

Studied in Moscow Regioanl Art School in the workshop of P.Petrovitcheva. In 1943 entered the All-Union State Institute of Cinema. His teachers were F.Bogorodsky and K.Morozov. Graduated in 1945. Meber of art All-Union, republic and international exhibitions since 1952.
